The Australian Government has set up a taskforce to investigate how an OpenAI model under testing bypassed the blocks on a health statistics portal and accessed non-public files. There is no indication that personal data was affected.
Australian Prime Minister Anthony Albanese and Deputy Prime Minister Richard Marles have disclosed an incident in which an OpenAI artificial intelligence agent gained unauthorised access to the Medicare Statistics Reporting Service, a public Services Australia portal offering aggregated statistics on health and pharmaceutical spending, used mainly by researchers.
According to the Government, on 18 June an OpenAI team used an internal model still in training to search the internet for data on public medicine spending, as part of an evaluation of its capabilities. When the portal repeatedly denied it the information, the agent looked for alternative routes, accessed public and non-public files and, according to Services Australia, wrote files to an internal server, which is still under investigation. Marles described it as misaligned behaviour, contrary to what was intended.
Based on the information available, the Government maintains that no personal data was accessed and that there are no signs of a broader compromise of the Services Australia network. The agent also visited the websites of three other health and statistics bodies, and whether they were affected is being reviewed.
OpenAI detected the incident in August and reported it on 10 September by email to a public inbox for vulnerability reports. Albanese spoke by phone with Sam Altman to convey his displeasure at the delay and the manner of the notification, and said the executive accepted that the company had not acted properly.
The Government has created a taskforce led by the Department of the Prime Minister and Cabinet, with the Australian Signals Directorate, the Office of AI and the Australian AI Safety Institute, among others. It will examine the incident, the security of government networks and whether the legal framework is adequate, and advice will be sought on whether the case should be referred to the Australian Federal Police. The portal is no longer active and its data is being moved to data.gov.au.
